Integrated action plan taken to fill vacancies in govt offices: Bari

State Minister for Public Administration Md Abdul Bari today said a coordinated action plan has already been taken to fill up the existing vacancies in different ministries and government offices. Stating that through a formal letter, all ministries and divisions have been asked to set a 180-day specific programme to this end, he said within the 180-day plan, each ministry has been asked to update their vacancy information step by step, assess the recruitment requirements, prepare proposals as per the recruitment rules and take steps to implement it quickly.

The departments concerned have also been instructed to start and complete the recruitment process within the timeframe, he told an event. Bangladesh Public Service Commission (BPSC) arranged the inauguration ceremony of ‘Gridlock to Governance Renewal: BPSC Reform Report’ at a city hotel. Abdul Bari said necessary coordination has been strengthened to identify vacancies, reduce administrative complexity and make the recruitment process fast, transparent and effective.

He said the government is also working towards developing a sustainable system so that there are no vacancies for a long time in the future. “It will be possible to fill up vacancies gradually within the stipulated timeframe and as a result, the speed and quality of government services will increase further,” the state minister said. He said the incumbent government is committed to ensuring merit-based recruitment in public jobs and there is no interference in this process.

“If the existing recruitment procedures are followed properly, it will be possible to ensure transparent and fair recruitment,” he said. Abdul Bari said BPSC is the largest recruiting constitutional entity in the country, which recruits first-class officers. Recently, he said, the BPSC has been conducting its activities according to a set calendar and the government is providing all-out support to it.

The state minister said in the past, there were some questions in the public mind regarding question papers leakage, book evaluation and viva-voce. However, he said, currently there has been improvement in these matters and steps are being taken to increase further credibility. He especially emphasised removing the doubts that people have about the marks and method of viva voce examination.

About merit-based recruitment, he said if an officer does not have the mentality to work independently, then none can make him or her work independently. The BPSC is an independent constitutional entity and due to legal protection, there is no scope for interference in its activities, Abdul Bari said.

Adviser to the Ministry of Public Administration Md Ismail Zabiullah, Adviser to the Prime Minister on Policy and Strategy, Ministry of Information and Broadcasting and Ministry of Cultural Affairs Dr Zahed Ur Rahman, BPSC Chairman Professor Dr Mobasser Monem, Chairman of Bangladesh University Grants Commission (UGC) Professor Dr Mamun Ahmed, BPSC Member Dr Chowdhury Saima Ferdous and Secretary of the BPSC Secretariat Dr Md Sanwar Jahan Bhuiyan were present.
