National coordination committee on security, social stability reconstituted


The government has reconstituted the National Coordination Committee on Security and Social Stability with Prime Minister Tarique Rahman as its chief, according to a notification issued by the cabinet division on Sunday. The notification said the Bangladesh government has reconstituted the coordination committee to ensure security and social stability.

The Prime Minister is the chairman of the committee while the homes minister its vice-chairman and the Prime Minister's Defense Adviser is its chief coordinator. The other members of the committee are- Cabinet Secretary, Principal Secretary to the Prime Minister, Principal Staff Officer of the Armed Forces Division, Inspector General of Police, Director General of Directorate General of Defence Intelligence (DGFI), Director General of National Security Intelligence (NSI), Director General of Bangladesh Border Guard (BGB), Director General of National Telecommunication Monitoring Cell (NTMC), Director General of Rapid Action Battalion (RAB), and Additional Inspector General of Police of Special Branch (SB). 

The officers, who will assist the committee are- Additional Inspector General of Police of the Criminal Investigation Department (CID), Additional Inspector General of Police of Special Security Unit (SSU) and the Chief Officer of the Bangladesh Bank’s Financial Intelligence Unit. Another supporting member is Chief Executive Officer of National Security Cell of the Cabinet Division. The notification said the committee will determine important issues, areas and scopes related to security and social stability.

To ensure security and social stability, it will formulate a comprehensive action plan on the relevant issues determined by the committee. The committee will also assess the security and social stability situation of the country, determine priorities on various important issues related to this and supervise the inter-agency implementation. To ensure security and social stability, it will determine the scope of work of law enforcement agencies and organisations on various related issues determined by the committee.

The committee will review existing laws and regulations, make recommendations for amending and reforming existing laws and regulations, and formulate new rules and regulations, and take measures to regularly supervise all relevant sectors, organisations and online platforms determined by the committee to ensure security and social stability and accordingly establish necessary coordination and provide instructions between intelligence and law enforcement agencies. The notification said the committee meetings will be held as needed.

The committee may co-opt the head of the armed forces and other law enforcement agencies or organisations or any other officer as a member or supporting officer in the committee for a specific period of time, considering the need and scope. The NSI will provide the necessary manpower and infrastructure facilities for the secretariat of the committee.
