Ashik Chowdhury, CEO of the Public-Private Partnership (PPP) Authority, has urged an urgent overhaul of Bangladesh’s PPP framework, warning that without reform the program risks stagnation. In an op-ed in The Business Standard, Chowdhury said weak execution and missed opportunities have undermined PPP progress despite its potential to drive infrastructure growth.

“Over a decade into existence, the PPP Authority remains stalled—without reform and expertise, its promise could turn into another broken ambition,” he wrote. He stressed the need for stronger institutional backing, deeper technical expertise, and talent drawn from both public and private sectors. Chowdhury also suggested integrating PPP Authority under the Prime Minister’s Office or Ministry of Finance to give it more authority and impact. Highlighting successes such as the Dhaka Bypass Expressway, Chowdhury argued PPPs can transform Bangladesh’s infrastructure future if properly designed and implemented.
